The term “resilient construction techniques” is defined as construction methods that:

(1) promote structures that are resistant to the multi-hazard risks faced by many California communities, including earthquakes, flood and wildfire,

(2) improves the ability to rapidly restore functionality to buildings and infrastructure that are important to a community’s post disaster recovery,

(3) reduce the physical repair costs and related carbon costs to rebuilding structures and infrastructure, and

(4) reduce the social, economic and environmental impacts that natural disasters have on our communities, by promoting building and infrastructure construction with absorptive and adaptive capacity.
